AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a analysis released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
